MSN access is controlled by a single sign-on to the Microsoft Passport network - within which a number of services (in addition to MSN) are provided. Because of this, when you sign in to MSN the URL is categorised as 'Internet Services' so MSN access can be prevented by blocking this category. To block MSN sign in ONLY, create a custom profile and add https://loginnet.passport.com to the Always BLOCK section. Users with this setting will be able to browse sites categorised as Internet Services but will not be able to login to MSN Messenger.
